Highlights that large cities in particular are having warmer winters, which the Agriculture Department said may be due to more &quot;heat islands&quot; created by asphalt and concrete.

He&#039;s said for a long time our ability to affect local weather is noticeable. It becomes unmeasurable only at the global level, though it&#039;s reasonable to suppose it occurs.</description>

There was no such thing as an aggregate global climate until the IPCC came along.so for &quot;climate change&quot; to be faithful to the meaning of &quot;climate&quot;, the IPCC must show that EVERY zone of similar &quot;long-term prevalent weather conditions&quot; has been quantitatively and unequivocally influenced by human activities. I&#039;m not sure that the Assessment Reports do this in the case of fossil fuel emissions.

Land use change would surely be a greater human factor IMO (just start with NZ for example).</description>
